People born in countries with high levels of recent immigration to the United States cannot participate in the Green Card Lottery DV-2025. In this edition, those born in: Bangladesh, Brazil, Canada, China (including Hong Kong), Colombia, the Dominican Republic, El Salvador, Haiti, Honduras, India, Jamaica, Mexico, Nigeria, Pakistan, the Philippines, South Korea, Venezuela, and Vietnam are excluded.
These restrictions respond to immigration criteria established by the U.S. government, which seeks to balance the demographic profile of new immigrants.

Every year, U.S. authorities publish detailed statistics on the distribution of Green Cards among different continents. These figures show notable differences between countries, raising an important question: why do some countries have more winners than others?
Analyzing the data helps to better understand how the program works and how the allocation of visas is determined by region.
Maximum Green Card capacity per country
The goal of the Green Card Lottery is to provide a real opportunity for people from countries with low representation in immigration to the U.S. Therefore, maximum quotas are assigned by continent and country, aiming to preserve the diversity of nationalities.
Currently, the law states that no country can receive more than 3,500 Green Cards per year. The regions with the highest annual allocation are Africa and Europe, with about 20,000 Green Cards each, distributed among their respective eligible countries.

Distribution of Green Cards by continent
The 55,000 Green Cards are not drawn globally in a single list. Instead, they are organized into six independent lotteries, one for each continent. This means that participants compete only with people from their same geographical region.
For example, Europeans compete among themselves, regardless of the number of applicants in Africa or Asia. The number of participants in a continent influences the individual probability, but each region maintains its own quota of selected individuals.
Distribution of winners in Africa
Statistics show that some African countries have many more winners than others. This is because the draw is random, and in Africa, there is a large concentration of applicants in countries like Algeria, Egypt, and Sudan. If 10% of African applicants come from Algeria, they are likely to also represent 10% of the winners from that continent.
The difference between countries like Algeria and, for example, the Congo, is mainly explained by the volume of participation. However, not all winners complete the process, which may be due to:
Lack of qualifications or required educational level
Difficulties in demonstrating financial solvency
Misinformation about the next steps in the procedure
Why do some countries have more than 3,500 winners?
Although the legal emission limit per country is 3,500 Green Cards per year, more winners can be selected during the initial lottery. This happens because the U.S. government anticipates that many selected will not meet all the requirements or will not continue the process.
Thus, a country with high participation may have more than 3,500 people initially selected, but only the first valid applications will effectively receive the Green Card.
This does not mean that participating from a country with many applicants is in vain. If you correctly complete the entire process, your real chances of obtaining the visa remain high.
Distribution of Green Cards by experience
Statistics show that the success rate among European winners is higher than in other regions such as Africa or South America. This is because more European applicants meet the educational, work, and financial requirements set by the U.S. government.
For example:
In Africa, a higher rejection rate is reported after the lottery.
In Europe, around 80% of winners continue the process until they obtain the Green Card.
Therefore, the government selects more than 100,000 people a year to ensure that, after filtering out errors and withdrawals, at least 55,000 Green Cards are effectively issued.
